Let's simplify this and just divide into three groups.
Within the groups the chapters are mostly similar, some better in some areas than others i.e.: GPA, sisterhood, social, pairs, etc.
In each line I did not rank, so don't start saying put XYZ before ABC in the middle group.
Top Pi Phi, Tri Delt, APhi, Zeta, AXO, XO, Kappa
Mid: G Phi, DZ, Theta, AZD, AOII, KD, DG,
Bottom: AEPhi, Phi Mu, ADPi, SDT, AGD, ASA, TPA, DPhiE

You can't say that AOPi and Gphi/DZ are "mostly similar" and don't act like this list took gpa or sisterhood into consideration at all...
