Do unhoused chapters actually cut anyone? I feel like they invited everyone back

All chapters have to make cuts. It's the way the system works. Some chapters are required to cut more than others. It all depends on their individual quota (number of girls they want to take) and their return rates from the previous year (what percentage of girls they invited back accepted the invitation).
