It doesn't. The frat rankings have been the same for a decade now. People think the rankings change, but in reality they don't.

You need a iconic person or two in a class. That everyone knows and loves.

You need a group of 6-8 that everyone wants to party with, be with, and sleep with. So need social leaders.

This idea of who parties harder, bigger, and better is complete fallacy that everyone falls for. Parties do not matter. Its which social groups to people want to hang out with and jealous of their activities.
