AXO pairs with top houses for big pairs though and delts doesn't..there's no way delts is in the same tier as those houses. They're great guys but not on the same social level as them.

That was because AXO was with Kappa Sig but they got in trouble. Delts was actually originally with AZD.

First of all phi si isn't that great of a house, they started getting lucky with pairs once akak got kicked off. And second of all Fiji and pi phi don't even get along good one though
