Generally correct with the caveat that houses are interchangeable between each tier. Personally, I would take Chi O over Pi Phi, GPhi over ZTA and ASA over DPhiE but trying to rank within a tier is all a matter of personal preference.

Not hardly. Both Theta and AOPi cross rush and social with the same chapters showing as "Middle". They are certainly not below this group.
