Your bottom and lower tier are not actually different tiers also you left out a bunch of frats that matter way more than the ones you listed in the bottom other than PiLam

PiLam, Delta Sig, AKL, Alpha Sig

And then either don't include or make another tier for frats that don't even pair:

Phi Psi, Phi Tau, KDR, TEP, DKE

I actually agree with this more than most rankings as far as the lower middle chapters go since they still pair with a few middle houses.

I agree, technically they make more sense to be lower-middle than lambda or ADPi, not saying either of those houses or chapters like them (dchi, phi mu) are top tier by any means but they're not as bad as the term makes them sound.

Fr though I agree zeta isn't what it used to be (comparable to aphi/ pi phi) but their pairs never changed even if the sorority did

You are completely correct. Instead of actually looking at the ZTAs and deciding if they are really that great, frats have just stuck with the same old same old. The chapter is completely different now than it was 3 years ago but their social schedule is much the same. Seems some social chairs are asleep at the wheel.

ZTA pairs the most with Sammy if that tells you anything...they can't be top tier and bag an unhoused frat. That's the bed the keep lying in, it put them lower middle. They aren't the same house. They look and act a lot like AXiD. So either AxiD is top tier or ZTA is middle. Make up your minds.
