does pi phi choose their pledge class before rush?

Ik it's hard to get in to any sorority but the top tier is especially hard and then through reading on this site and talking to other girls Pi Phi is the hardest. I'm just wondering does Pi Phi already know who they want before rush even starts?

They definitely have a good set of girls they're interested in but that doesn't mean those girls will definitely go pi phi. If pi phi is interested in them so are all the other top houses

a ton of pi phis are from the chicago area and recruit other chicago girls from their high schools/areas so basically people they knew in high school or have heard of
