Which houses have the closest proximity to the dorms/hotter sorority houses?

Yeah, I would have to agree that the houses on 3rd street are in the best location. Even if you were in the northwest dorms, it is a much easier and quicker walk than probably more than half the houses on Jordan or the extension. Plus, the sororities on 3rd street are quite strong.

Aside from 3rd street houses which are all ass the best house/location as a whole would be Sigma Chi

I would probably take Sig Ep over Sigma Chi. I feel like Sig Chi is a little too out of the way from every relevant place on campus
