I lined up outside of a house last night and they gave us numbers and made us line up in a specific order. I didn't do this at any of the other houses. Does that mean they planned out who was going to talk to us? I can't think of any other reason why

Yes. Some houses "match" you with someone in the house they think you'll get along with. You'll see it happen much more in the later rounds.

Minus the open round (legacies and recs) almost every chapter matches you based on your interests/personality so you can have better conversations. Some chapters just rearrange themselves inside to match your line.
