you can join a bottom tier house and graduate with a top tier house. Things change. Go where you're comfortable.

Okay don't be unrealistic. Over 4 years houses don't move more than 3 spots up or down and that's usually within tier. Even that only happens if you do exceptionally good or bad through out those 4 years and the houses above or below you also do exceptionally bad or good.
