Is it just me or does bottom tier mean that they have nothing going for them? I'm just seeing too many average houses being called "bottom tier" for no reason. I feel like all the houses below each line is it's own "tier" and can be interchanged within each line

who cares...get a life. maybe spend your time improving your own chapter instead of worrying about other houses.
