not a pi phi spam (finally)

Since pi phi is blowing this site up and trying to claim they jumped 4 spots within a week, let's clear this up. Sorry pi phi, but nooo. New rankings with Fall 13 in mind.

I really want to drop KKG and AXO lower because they didn't do so hot but I cannnnnot put Theta any higher and KD is not upper tier yet, nor is ZTA.

This is perfect. Houses on the same level are competitive with each other. Kkg has had it rough lately and theta is secure middle. Chi o recruited well last fall but still phi > xo
