Put Phi psi where pikapps was (new house and newer pledge classes are top tier)

you can tell this is a pikapp because 1) pikapp is ranked way too high and 2) phi psi is ranked way too low

The only fraternities below Pi Kapp and phi psi on this list are phi Delt, AEPi, and zeta Psi. Both of these fraternities are average at best.
