do top tier fraternities, like pike have any pre rush events or open parties before rush week?

Nope they do not (Pikes at least), they only rush week although almost all other houses hold pre rush events. If you've got questions search for houses websites and contact their recruitment chairmen. They will be more than happy to help you out and answer any of your questions.
