Will sigma chi ever come back? I'm an incoming legacy this fall and would love to rush them, heard they ran SDSU before they got kicked out

They were tied for top with SAE before they got the boot. but they aren't coming back anytime soon. They've been taking underground pledge classes and the school knows. They're kinda shooting themselves in the foot.

The earliest Sigma Chi would be allowed back is Fall 2019 and that's only if they disband and stop dirty rushing right now like they were supposed to back in 2013.
