tiers

Can houses move between tiers? I haven't seen it in the past few years and I feel that a house needs to be kicked off in order for a new house to rise up. Or can houses really just put in enough effort to raise without that happening?

I think it is hard, but if a house gets good enough pledges it is possible to move up. But it takes time.
