I agree with you, but if phi kap gets the boot theta chi will end up moving up. Or at least they'll end up claiming they've moved up. It's the exact same way phi kap moved up when Sig Chi got the kicked off. When Chi was here it was them, SAE and SigEp at the top with Phi Kap in upper-middle.
