not in a sorority- still get into upper frat parties?

If you're not in a sorority can u still get into upper tier frat parties or do they strictly party with sororities (assuming i got some kinda invite obvs)
just askingggggg
also what do they think of older girls (21-22)
the lower frats are boring & not cute... srry not srry.
