- Will restart with a small base of members from the previous installment of the chapter

This is true, even by SDSU's standards. Having only 13 active fraternities is a low number compared to other schools of similar size and to what it's been historically here at State. And whether you like it or not, IFC is going to continue to grow at a relatively fast rate, while Panhellenic likely won't.
There is a slew of fraternities (not even including the 3 mentioned above) that have recently completed their required suspensions or periods of dormancy and are eager to resurrect their chapters (Sammy, Lambda Chi, Sigma Pi, TKE, Beta, Delta Chi & ATO).
Sammy appears to have the edge on becoming the next chapter to recolonize considering their alumni association already has a building permit to construct a new "7,771 sq ft fraternity house"
