They aren't your typical fratty group of guys, in that you can actually hold a conversation with them.

If you're asking for their "reputation" -- bottom of the bottom of the bottom. But go to rush events and see for yourself, you may mesh with them regardless of their "rep".

They're pretty much always ranked at the top of bottom tier so I dont get where your assessment comes from... You can see that in any frat ranking thread.
I think they're amazing guys and a lot of fun to be around despite not being in a higher tier. They have a great brotherhood.

they're a group of down to earth guys, and are pretty fun. I wouldn't say TKE is a bottom tier frat, they're moving their way up.
