chi o's rep

I'm going to rush in the spring and I heard that Chi O has to take a lot of girls because they didn't do fall rush. Why does Chi O have such a bad rep? I don't really care about anything other than really liking the girls for whichever sorority that I choose, but I kind of want to know why everyone seems to rank them low.
Also, does a lower GPA affect rush at all?

GPA definitely affects your chances if it's really bad.
Chi O's bad rep is due to the past hazing and because even before that they were known as the heavier girls
