ZTA Suspension?

I'm confused why Zeta is still top if they got suspended for underage drinking and couldn't even have a formal. Can someone explain

ZTA is on deferred suspension because they allowed disaffiliated frats to participate in Zeta Lip Sync, they aren’t allowed.
