So this is how it works.

Anyone who attends pref is on the bid list there are no more cuts after video day

Then the sororities rank all the girls 1-200 and whoever matches up gets a spot on their bid list until they hit quota. Once you hit quota you only get extra girls if there are girls on the list that only preffed your house and nowhere else (and believe it or not there are girls that only preffed KD or theta or gamma phi it’s not a tier thing) so that’s how you get quota additions. That’s why it’s actually more of an awkward thing to get way over quota (most chapters will get a small amount of quota additions mostly due to pure luck and chance) If you’re way over quota though that means you got a lot of leftover girls who didn’t pref anywhere else but you

When you don’t hit quota it’s usually because the chapter worked with their nationals to under invite. Meaning pan tells them they can cut 100 people and they cut 150 instead. Sometimes chapters will do this on purpose so that they don’t get stuck with too many quota additions

You can also get quota additions because the girls with two houses at pref that don't match before both of their houses hit quota are apportioned first to the smaller of the two houses, then when they're equal, they go back and forth. So sometimes even top houses have quite a few quota additions.
