when pan sees which chapters have the worst retention, so the chapters that a lot of girls drop, pan will make do spring recruitment

pan is trying to get rid of our spring recruitment and make it a COB process since national Panhellenic council says we do it to formally (sororities having mini recruitment events) and we can only have one formal recruitment a year.
