a lot of sororities need to meet their national quota. my chapter just welcomed 3 COB's.

No they aren't. New member period is only 6 to 8 weeks for pretty much every chapter. If you take a new member now, they're only new members for 3 weeks pretty much and have to catch up on everything. It's also harder to interview with your fellow new member when you're starting 3 weeks late, and some chapters have already done big little. You'll need to wait for spring assuming any chapters have spring classes.
