Did anybody get promised a bid on pref night?

Happens all the time. You should have told your Rho Gamma because it's a violation of recruitment rules and they get fined for that.
Pretty much no sorority member can guarantee a bid. We had like 140 members going into bid day and if each member promised one, that's more than double quota... impossible.
It's a cruel trick to ensure the PNM puts them first IF the sorority takes them, which they often don't.
