The rankings as of right now wouldn't, because getting a house wouldn't automatically make all the current members hotter. If the chapters all got houses the rankings might change over time, but it depends.

It's impossible to say because right now the bottom tiers are all bottom because they don't have a house or didn't have a house until recently (chio).
There's no way to accurately gauge.
