what makes frats "good"

I'm an incoming freshman dude planning on rushing in the fall. I see a ton of stuff on here about what fraternities and sororities are "good" or better than one another. What exactly goes into this? I want to join one that's good but has a good balance meaning I want a house that goes hard but also values academics and other non-party aspects of college. Seems to me that all these "rankings" are purely based on who parties the most, is that true or nah?

Those are the top houses that rage really hard but also have a solid network of guys that generally want to succeed in academics and in their future professions
