Top vs bottom tier

I’ve heard a ton about frat tiers. Can someone please explain what makes a top frat. What makes a bottom frat?

U of A is super competitive for spots in the “Top” houses. Sig Chi/ Sig Ep they get guys with connections, grades, athletes….they can be picky. They have low drop rates and good brotherhood.
Bottom houses - like TKE take the “leftovers”. TKE has a reputation for just being flat out creepy weird. Plus their house location sucks.
So yea -house location is part of it. But if you wanna get the most outta your 4 years , most fun, most connections, best brotherhood-the top houses are way better.
