confusion with sorority numbers

If 94 girls are invited to alpha phi or whatever sorority, how come there are only
About 25 girls living in the housing? Do that many girls drop out or can the sorority drop you after you've been invited to pledge. How does the sorority
Narrow down to so little girls in the house.

The house is only so big, it can't house everyone. the ones who don't live in just live off campus but they're still in the sorority.
