I really don't think admitting H Barber is a big deal. Just because she's made a mistake in another school doesn't mean she should be judged here. Feel free to rush again in the fall :D

Initiated members on NPC sororities cannot re-rush at another campus, whether or not there is a chapter of her sorority on her new campus or not. A disbarred member is in the same boat, even though she is no longer a member of her chapter at her former school. She is done.
