No. Not at all.
Also, every house has different legacy policies. It's not the same for every single one. But there are 0 sororities who have a policy that they have to keep legacies through set 3.
A lot of sororities have the policy that you must invite legacies to set 2. But after that they are fair game to cut. But if you make it to pref, legacies have to go at the top of the bid list.
However, I have no idea which sorority you're talking about so I can't tell you what the policy is.
