For sororities - it depends who didn't fill quota.
For fraternities - usually a decent amount do unofficially (aka no open events) and you have to be good friends with people in them to get invites. The frats that had open Spring Rush last year were AEPi, Lambda Chi and Sig Ep I think

Anyone can rush but spring Rush is way more selective than formal rush. Historically chio/achio always do it , but given that they both pulled such big pledge classes this year they may not. It'll come down to which chapters have seniors graduating early and juniors graduating.
