Do sororities scout out freshman they want before rush or no?

a few dirty rush and you'll know if they are, but theyll still take anyone they like

Most sorority girls try to meet freshman girls before rush because it's easier to get to know girls outside of the structured formal recruitment process, which isn't the same as dirty rushing. But at the end of the day, it comes down to how recruitment goes. It's possible to get a bid at any house without knowing older girls in that house beforehand if your recruitment conversations go well.

It can vary widely by year. Just as rankings vary by year. It depends on who's in the house at the time too.
