"traditional" sorority tiers

Not saying I agree, just saying this is stereotypically the way sororities are "classified" socially, meaning "upper tier" houses are more likely to mix with "upper tier" fraternities. Tiers have no meaning beyond who mixes with who. No sorority is better than another sorority and they all have mixers/formals. Join the house that is the best fit for you.
