chi o is still bottom

No one wants chi o during recruitment. Great house aside from tiers, but most people don't want that house.

because it's "bottom" tier and freshmen dont want to be in a "bottom" tier house no matter how good it is

Not to mention a lot of people don't want Chi O during recruitment but once they end up there they tend to actually like it. It's a good house full of good girls Chi O is still "bottom" but it's not bad by any means.
There are worse houses tbh
