why don't locals have individual pages?

I get that they aren't real organizations, but is that the only reason?

Greek and doesn't recognize them, I've submitted multiple locals to join the page, included a link to their website and they never added them, nationals are on carletons because they have more than one chapter in Canada - KBG should be added soon
