Even a Junior can rush. Legacy or not, the "quota" is for the pledge class. There may be certain quotas w/in rush for each area, as well as how many legacies can be chosen, but age or classification doesn't affect # of legacies chosen. Groups have their quota but in the legacy quota, if they want you they want you. It's the same w/chosing a certain # of girls from the big cities, different areas, smalll towns, etc. Many girls benefit by being a sophmore or whatever, especially if they've had time to get to know the girls beforehand who are rushing them. Unfortunately, not all sophmores//juniors have that benefit.

Most top sororities will only take a few sophmores (ie 2). It is hard to rush as a sophmore.

Well I know this year for all sororities they have increased the sophomore quota depending on the number of sophs that go through recruitment then to get the quota number the total will be divided into the houses.

Concerning the Chi-O fliers that were sent to all rising PNMs in the mail in May... that is not a lie because I saw that flier at a friend's house who is rushing at UT this fall and thought it was strange. Definitely true.
