Based on money and exclusivity - which is what these girls mainly look for anyway - the rankings are in order of the letters:
1. Pi Phi
2. Kappa
3. Theta
Pi Phi is consistently at the top, along with Kappa and Theta. I don't hear much about the Kappas. I know a few Pi Phis and all are really nice. PC 14 was much more diverse, with girls taken from all over Texas. I had a friend that got a bid and she knew nothing about sororities going into recruitment. Many of the Kappas I know are statuesque beauties. Pretty classy girls, with a combination of intelligence and good social skills. I don't know any Thetas, so I can't speak about them as much.

Theta has the most chapters at Ivy Leagues, followed by Kappa
Kappa has the most chapters at the top private and public schools, followed by Theta
Kappa is strong in every every region
Theta and Kappa are the only sororities on campus at both Harvard and Yale
Theta and Kappa have the largest foundations of any NPC
Kappa has closed the fewest chapters of any NPC

If by everywhere you mean Austin.
1) Theta isn't that great nationally
2) Kappa doesn't have that many chapters
3) Pi Phi is probably deserving of top 3 status
