Can I get a COB as an acc transfer

Probably not. It's the chapter as a whole that votes on bids and those bids go to girls that the chapter in general has had a chance to get to know. Legacy won't get you a bid and coming from an ACC school, wtf that has nothing to do with anything.
Depends on what you mean by 'connections' and if that chapter had more openings than they already had girls picked out for. If you mean that some members already know you, well it's a chapter decision so you wouldn't get a bid based on only those few members.
