Chi O member class

Anyone know why Chi O MC 23 was larger than usual. Saw they got 93 members when I thought classes were usually 70-low 80s. Is it because they needed more spots to fill because of older class dropping?

It is because so many girls preffed them #1. Chapters are allowed to go over quota when that happens because of the rule guaranteeing a girl a spot at one of her last 2 if she attends all the parties along the way. A big PC is a sign of a successful rush.
