Breaking out of the bottom tier

Do any of the bottom tier chapters have the ability to move up? Here is how I see it. Beta has a good history at UT. Strong alumni Bigger than other bottom tier fraternities. They have a chance
Lambda Chi and DU ,about the same size ,decent membership quality . They could grow but they have further to go.
Delta Sigma Phi , decent house but I'm not I am not impressed
by the membership, kind of stagnant.
AEPI, don't think they can compete with. Sammy. Very niche chapter stagnant.
TKE,Theta Chi chapters are growing do they have the alumni support and or housing to get much better?
Zeta Psi kind of an alt frat. Not all that interested in competing.
Phi Kappa Sigma , Phi Tau , both are really small. They have real issues with survival at the present time.

This is opinionated but it’s really hard for a frat climb up the ranks. Typically takes many years and a lot of chipping away at your culture and and rep. It takes one pc at a time and imo if you have to take smaller more quality pcs do it. What pike has done is bid everyone with a pulse and weirdos slip in who 2 years down the line bid more weirdos so change can’t occur.

PWGs are @ 1 in 15 in this Spring's sorority PCs.
It was 1 in 3 ten years ago.
It is speciesism, NOT racism.
Take many pictures of them, so we can remember what they looked like... 🦄
