Frat Rundown as OOS

Can someone explain how rushing frats as an OOS works? I’ve seen posts about specific high schools being important and obviously who you know. I’m honestly just curious how it works looking from the outside in. Not only that it looks like not being white doesn’t help either (no hate, it’s understandable).
