yeah pretty much. delt is good but not on par wit sig ep, fiji, or sae. For rushees who haven't been bidded i would say i think pike, ato, and sigma chi are all respectable middle tier chapters that have came a long ways in the past couple of years

kappa sig and ka no pledge classes so yeah

delt is probably the better fraternity NOW, but if pike continues to improve, updates their house, etc. i think they'll be better than delt in a year or two. delt's location will always hold them back, regardless of the quality of guys they pull
