For now. They are slowly crawling out of obscurity. Need to see their latest pledge class about whether they are going up or rolling back down. Phi delta theta and alpha tau omega as well as kappa sigma were all perennial powerhouses at UT. Seems like kappa sigma have been the ones to really get back on top with a lot of effort. Alpha tau omega are making progress too. Phi delta theta still has along stretch to go, but nationaldry policy is a definite handicap.

Phi Delt along with Pi Kapp make up what is probably the lower middle tier. Phi Psi was in this group too, but are probably solidly middle as of last semester. They can't quite compete with the middle-middle tier houses like Phi Psi, ATO, Pike and Sammie, but are still substantially better than the semi-relevant lower tier houses like Acacia, Lambda Chi, Delta Sig and Delta Chi.

at best. You could make a strong case for Phi Psi being middle of the mid tier. Phi Delt/Pikapp are at the bottom of the mid-tier. Phi Psi has probably passed them, as they should have since they've been around longer.
Wouldn't pledge Phi Delt for one specific reason, they aren't allowed to drink/party at their chapter house. If you like the guys substantially more than other chapters you rush, go for it.
