tri delt middle tier???

at what point do we officially call it and say Tri delt is officially middle tier? I feel like 3 years of mediocre pc's should do it.

How do you have Kappa listed lower than PiPhi and Theta when they were the most preffed house at Hardin without a doubt and had a large number of girls that preffed them end up in their #2 houses including PiPhi and other top houses. I am not a Kappa but let's be honest and not use this site to make our houses artificially superior. And really why is all the ranking necessary....all 3 PKT and all others had a banner year with PCs full of amazing girls.
