If you need to snap just a couple it means the RFM numbers were a little off and you didn't get to invite quite enough to pref to match to what quota ended up. If you're snapping a bunch, then yeah it's bad.

It isn’t bad. Both pi phi and Theta had to do a few snap bids this year and they are clearly top chapters. It really just means that PKT rush the same girls and have to make really, really hard cuts. Kappa had a really good rush and killed it pref night so they ended up with girls preffing them that Pi Phi and/or Theta were planning to get. So Pi phi and Theta came up a bit short this year. One of those three frequently has to offer a couple of snap bids just because of the big cuts they have to make early and the overlap of girls. It is unusual for two of them to have to snap though. They cut lots of girls who would have loved to be in their chapters so it really doesn’t mean much.
