cob if already rushed

if you went through formal recruitment and dropped, are you only eligible for COB from the chapters that didn't cut you?

You are officially 'eligible' for any house, but houses that released you aren't really going to turn around and offer you a bid unless you suddenly have a lot of new friends there. Your COB chances are with the houses you had left before you dropped.
