do top houses allow girls to affiliate?

I am looking to transfer to UT, but I've heard that some sororities aren't too keen to accept affiliates. Is this true?

Not necessarily - we've had a few this year who are transfers but between schools, chapters have much different vibes. Get to meet your new chapter and sisters before deciding!
