A house can get above Quota because of Quota Additions. Because every pnm who maximized her options and listed all Pref houses on her pref card is guaranteed a bid to one of those houses, pnms who don't get bids during regular bid matching (because the houses have already reached quota before her name is on the bid list) are matched as Quota Additions.
Neither the PNM nor the house (aside from the 2-3 officers who saw the final bid list ranking) know who the QA's are. The whole bid list including QA's is just listed alphabetically.

Quota Additions are for PNM's that maximized their options (listed all pref houses on bid card) and get added to quota because they are guaranteed a bid. Snap bids are for PNM's that are no longer in the Recruitment process (they dropped on their own or were released from the process). The sorority would have to call the girl to offer a snap bid - quota additions are determined by the computer and the girl would never know if she was an addition or not.

A snap bid can only be offered if the girl was cut from all houses before pref round. If she attended pref, she cannot be offered a snap bid.

What if a pnm was cut from some houses but had other houses left and dropped out? Can she be offered a snap did to the houses that cut her?

Also, chapters can ONLY snap bid if they failed to make quota during bid matching. If any chapters were in this situation, they would have reached out to pnms early this morning because snap bids have to go out & be accepted before Bid Day begins.

If a chapter released you earlier in the week, it's unlikely they would offer you a snap bid. Plus, the chapter can only snap if they didn't make quota. If you were getting a snap bid, you would already know.
